The other members are selected by virtue of the Single Transferrable Votes system. Through this process, members are selected by the Vidhan Sabha. The representation per state is divided up to be proportional, so that the smallest of states get as much power as the largest ones.  Hence this is one of the best options.

As of now, the Constitution allows for 250 members to serve a term in the Rajya Sabha, with our current laws having made a provision for 245 members. Each member serves a term that is six years long. The rotating system of election allows for one third of the total strength to retire very second year. The Vice President of India is considered to be the Chairman by right of his office.

The post of the Deputy Chairman is all important in the Rajya Sabha, as it is their duty to preside over the daily matters when the Chairman is not available. The members of the Sabha choose a member from among their ranks.

D. What Is The Difference Between Rajya and Lok Sabha

Lok Sabha is elected by the citizens, and it is their representation in the Government. The Rajya Sabha is elected by the states and their representatives. The Lok Sabha continues for 5 years and can be dissolved, while the Rajya  Sabha enjoys permanence. Other than this, any Money Bill can be introduced only in the Lok Sabha but it must be passed by the Rajya Sabha. Rajya Sabha often holds the power of permanent veto over a Bill. Hence this is a very important house and one needs to understand the significance of the this process. Not everyone is aware of this.
