The Prime Minister of India

In Indian executive system president is head of the state while prime minister is the head of executive branch of governance. The president exercises his power through the cabinet which is headed by the prime minister. Thus we can say prime minister is the one who exercises the executive powers. Thus president appoints prime minister of India and on whose advice he appoints cabinet. Thus prime minister acts as adviser to the president as well as to cabinet.

Eligibility

The prime minister of India is a constitutional post. Thus all the conditions of the constitutional post are applicable on him. The first and foremost conditions is that he must be the citizen of India. As the prime minister represents the members of parliament, thus he must be the member of one of the houses of the parliament. There is an age restriction for the candidate to be prime minister. The age restriction flows from the age restriction of the lower and upper house. So if he is member of lower house then he must be of 25 years old and if he from upper house then he must be the age of 30 years at least. He must not be declared insane of criminal from any court of the country. Like all other constitutional post, the person must not be occupying any other for profit post or position in any sector.

Election Process

The Prime Minister is Member of Parliament. Thus if he is coming from lower house than all the election process of Member of Parliament. The Prime Minister is generally the person chosen by the largest party in the parliament. The largest party or the party having support of the one half of the members of parliament choses a person to be prime minister which is to be approved by the president.

Powers, roles and responsibility of the Prime Minister

Allocation of departments

The first job of prime minister is to allocate the portfolio to the minister and designate work and responsibility. Prime Ministers uses Cabinet Secretariat to co-ordinate work among ministries and department. Further Prime Minister uses principal secretary to Prime Minister Office to work and delegate work.

Holding various portfolio to himself

Just like other minister, Prime Minister also holds portfolio of several ministries. Prime minister can hold any no of portfolio but he will have to answer the queries regarding those portfolio to parliament.

Chairman of various committees on security, foreign policy, finance

Prime Minister heads various committees like cabinet committee on security, foreign policy, economic affair. The committee includes several important minster and secretaries. Cabinet committee of security includes home minister, cabinet committee of foreign affairs includes foreign minister and home minister, and cabinet committee of economic affairs includes finance minister.

Chairperson of the cabinet

Prime Minister of India leads cabinet. Cabinet meets once in a month. All the executive decision has to be taken by cabinet and with the approval of cabinet, the decision can be followed. In cabinet all the minister including Prime Minister is equal but the prime minister is First among equals. In structural hierarchy, all the ministers directly reports to PM and he then reports to President. All the minister have confidence of PM and as and when he wishes, he can ask them to resign. He can directly refers to president to sack a minister.    

Leader of the Parliament   

The PM is the leader of the lower house. He has to reply to motions and debates. If anything has been asked he has to reply or clarify. 

Representative of the country on International forum

The prime minister is the face of the country on international visits. He represents country and directs foreign policy. There are several global plate form such as G-20, BRICS. The Prime Minister represents India. His words are the directive of foreign policy. In a country like India where border disputes are so high the role of Prime Minister is so important. He decides many aspect of national security with the help of national security advisor, home minister, intelligence chief and army chief.

  • The prime minister of India has been given official residence at 7, Race Course Road. This is also the workplace which is sprawled in area of 12 acres.
  • Whenever a new Prime Minister is elected the predecessor vacates the house.
  • Then he is provided with a life time rent free house. Free train travel for limited period (5 years) and special protection force for 1 year.
  • The logic of providing SPG cover for one year is that there is considerable risk for one year for the decisions that he had taken in past. Some of his decisions might have offended or harmed someone’s interest and he might try to avenge for that.
  • He also receives medical services, staff of secretaries, and domestic flight tickets (six in a year). After five years some of the facilities are diluted.
